An Warning to Keir Starmer from His Personal Past: Without Boldness on Brexit and Europe, His Party Challengers Will Be.

Seven years ago, it took just a short phrase to electrify the party's annual gathering and to show Labour was falling out of love with Jeremy Corbyn. While not exactly soaring oratory, the phrase were greeted with rapturous applause as delegates rose in spontaneous acclamation.

When the noise subsided, Keir Starmer, remained at the lectern, blinking in surprise. He wasn't really accustomed to his speeches producing such a reaction. All he had said was: "We are not excluding staying in the EU". Context, however, is key.

During that deeply polarized period of 2018, straying from the prepared script like this was always going to be seen as issuing a challenge to Jeremy Corbyn, who was trying to prioritise Brexit voters in key constituencies above the pro-European instincts within Labour. With that single address, this grey-suited opposition Brexit spokesman underwent a transformation – albeit temporarily – into a risk-taker who would stand up for the party's base against a leader he would later replace.

The Shift in Position and Closed Issues

Since then, the landscape has shifted, especially for Starmer himself. An early move after taking over in 2020 was to declare the Brexit issue was resolved by the 2019 general election. And, at the last one, he consistently stressed unbreakable pledge commitments that forbade re-entry into the EU, the single market or a customs union.

Like his predecessor, the PM's approach has been to pursue pro-Leave voters in key seats, even if polling evidence suggests many of them have passed away or shifted opinion.

A Lid That Rattles on Europe

Yet, the tables have turned and Starmer is now to be an embattled Labour leader. And, if EU relations is no longer the boiling pot in UK politics, the cap which was firmly shut since Brexit is starting to loosen again.

Both Starmer and Rachel Reeves have ramped up the rhetoric about the devastation caused by Brexit has caused to Britain's economic standing. It’s a useful stick to criticize the Reform UK leader, who now rarely mentions his flagship policy was his primary goal and is still his only real achievement.

Nevertheless, the scale of the damage, reportedly has left Britain with an economy that is between 6% and 8% smaller than if it were still in the EU, dwarfs the minor adjustments so far offered by ministers. Starmer’s so-called re-set deal agreed with Brussels in 2024 offers economic benefits quantified in low decimal points.

Internal Pressure & Ambitious Proposals

The chancellor is among those trying to overcome entrenched interior ministry opposition to an expansive version designed to boost growth program for young people by which young people can move between Britain and Europe to study or work.

David Lammy muses openly about the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the Treasury select committee, recently supported an opposition proposal on joining one.

While Nick Thomas-Symonds, the minister in charge of EU policy, who is now attending every cabinet meeting, insists the firm boundaries remain unchanged, there exist avenues to work around them. One idea would be to declaring the commencement of negotiations now on a much bolder deal, to be featured in the next manifesto, to be enacted only after Labour won a new electoral mandate.

The Prime Minister's Fundamental Scepticism

However, Starmer has most recently damping it all down on the idea by warning a return to a European customs area could undermine the commercial agreements with America, which he regards as signature achievements of his premiership.

It is understood that Starmer's doubts run even deeper, and is rooted in several key concerns.

  1. Firstly, he thinks a customs pact has been made significantly more difficult as ministers are busily de-aligning from European rules in numerous sectors, like environmental standards.
  2. Secondly, the exorbitant price demanded from Britain for entry into a European defense initiative and the ensuing failure of negotiations has convinced UK negotiators that former EU partners have little interest in cutting special deals to the UK than in demonstrating that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, which has been welcomed by the Kremlin, is viewed by some influential figures in Number 10 as grounds for the UK to maintain distance from the EU.

An Alarming Strategy and Geopolitical Calculations

This strange and concerning document claims Europe faces “civilizational erasure” due to Muslim migration. It includes a single mention to Britain, found on a suggestion that Donald Trump’s administration may interfere in British politics to foster the rise of nationalist movements.

However, instead of concluding that this renders the US an unreliable partner, the government is worried that deeper EU integration would destabilise geopolitics further by risking precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation & The Echo from the Past

This situation returns us to 2018. The PM has consistently stated that address was not an attempt to become leader but merely an attempt to keep open the “option” of staying in the EU in a future vote. Indeed, in those days, Starmer still favoured a tailored trade agreement of the kind he currently seems to reject.

Observers within the Prime Minister's office have noticed that the Health Secretary, who just about everyone assumes would be a candidate in any leadership election, is part of a group of senior ministers signaling they desire greater ambition regarding the EU.

Aides to Angela Rayner, another likely contender in a future race for the top job, insist she refuses to comment on her stance on a customs union because it would only “fuel unnecessary gossip”.

The Clear Danger & A Prudent Memory

The danger is obvious. If Starmer rules out significant moves towards EU alignment, he allows rivals to claim the territory where the overwhelming majority of the party's supporters reside.

It would be prudent for Starmer to recall the effect that a short phrase had for him in 2018. Potential pathways for a major proposal on Europe which the PM ought to consider; he should explore them personally, rather than letting rivals adopt them as their own.
